The Annual Conference and General Meeting of the International Association of Insolvency Regulators (IAIR) took place this year in Santiago, Chile. The central theme, “Regulatory Responsibilities from AI to Stigma,” brought together heads of insolvency supervisory authorities and experts from more than 30 countries to share experiences, discuss pressing challenges, and agree on common solutions.
At the conference Latvia was represented by Inese Šteina, Director of the Insolvency Control Service. Inese Šteina delivered presentations both in a plenary session – providing an overview of the results of the UN UNCITRAL Working Group – and in a workshop on fraud prevention and effective supervision in insolvency processes.
Inese Šteina emphasizes:
Latvia’s experience demonstrates that risk-based and digitally integrated supervision is the most effective way to reduce fraud risks, increase transparency, and ensure the protection of creditors’ interests. At the international level, we also see that data and digital systems are becoming an indispensable foundation for supervision.
The conference also included discussions on the outcomes of the United Nations Commission on International Trade Law (UNCITRAL). As one of the plenary speakers, Inese Šteina highlights Latvia’s contribution to strengthening the global regulatory framework:
Work on the UNCITRAL guidelines on asset tracing and recovery, as well as applicable law in insolvency, is an important step towards reinforcing the international insolvency framework. Latvia is a reliable partner in these processes, advocating for transparent and predictable solutions.
The IAIR conference provides a unique platform where regulators can safely share experiences, exchange practical insights, and build a common vision for effective and fair insolvency processes in the future.
The International Association of Insolvency Regulators (IAIR) unites more than 30 member states and leading institutions, including national supervisory authorities, court systems, and international financial organizations. Latvia has been a full member of IAIR since 2024, actively contributing to the strengthening of international dialogue and legal frameworks.
